Thank goodness!
I found a 'back up' Justice of the Peace. I was basically told my story to everyone I could and asked if they knew anyone who could help me. Lukily, at a work party, I told my story again and one of my co-workers told me her step mom was a JotP. I was so happy I hugged her!
So, she's kinda on 'standby' until we hear from our priest. I'll totally pay her if we need her to come down and hear the vows, but I don't have to pay her for being on standby, which is nice.
Phew.
